Is there a way of hiding independent looks from users? I still want the users to access the looks within a dashboard but dont want them to access the looks independently through the list of shared looks.

If you have looks on a dashboard, those looks must live in the same space as the dashboard— So from a space permissions perspective, there isn’t a way to hide looks in the space but still show them on dashboards.
However, sounds like one possible easy solution would be to not use Look-linked tiles on dashboards, and use query tiles instead: Look-linked tiles vs. query tiles. This way, there wouldn’t even be a look for users to accidentally access.
